Go to it. Put the SUMOs in etc/, add some Make code to unpack it. Or

That's not why the packages are distributed separately. The reason
they are distributed separately is that they regularly stopped the
show when they were incorporated in XEmacs. It's hard enough to get
the 21.4 releases out the door without having to worry about bogosity
in Gnus.

Right. APEL, SEMI, tm, FLIM, and the rest of them are nasty stuff.
It would be nice to have them, but there's a reason why both Kyle and
Lars chose to implement MIME themselves. Or, more precisely, several
kloc of reasons. Not to mention that all the docs are in Japanese
(even where the vocabulary is English).
