I believe it worked correctly in 21.1.1. I tried it late in the beta
series specifically because a tester said he needed it to work. I
don't have those installations around anymore though.

This will be in 21.4.5.
Note that your patch actually won't work as written because configure
is a generated file. This patch should be against configure.in. It
probably will apply to configure.in with offset, though.
Also, in the future, please send patches to xemacs-patches(a)xemacs.org and
include a ChangeLog formatted like the following. (I'm forwarding
your patch with ChangeLog to xemacs-patches to make sure it gets into
our tracking system.)
