my purposes I have worked around by adding advice that translates
integers to strings in open-network-stream calls.

otherwise of telling if this reaches anyone....
As Ville wrote, the XEmacs development team believes this bug has been
fixed in XEmacs 21.4.18. I recommend you download XEmacs 21.4.18 and
build from scratch.
