I use Japanese daily; if I'm working in the POSIX environment with
Unicode, I'll usually also see lots of Chinese characters. I assure
you they both work.

I have no idea. I don't understand the Windows console support at
all, and don't currently have a Windows machine available to fool
around with.
Of course you can use the LEIM input methods, since they're entirely
LISP-based, but I don't know whether XP IMEs are handled or how. LEIM
is a package in the mule-packages section.
