Works for me, with XEmacs 21.5 on Mavericks (also Snow Leopard,
Leopard, Tiger, and Panther -- skipped Lion somehow). I don't see why
it wouldn't work with 21.4 (except that maybe F11 and F12 don't, at
some point we extended the range of function keys recognized by the C
code).
Are you using the "fn" key? On recent Macs, the function keys are all
assigned to device control (brightness, speaker, etc) -- to get them
passed through to the application you need to use the "fn" key.
