I think this would be valuable.

I just did
cvs diff -N -D 2003-03-24 xemacs-packages\ecb
and the resulting patch is 160KB.

I would like that. Others with a global package/core perspective have
an easy way to peruse through the changes and find potential problems
earlier.
When people track down breakage they will often start by searching
xemacs-patches for a variable-, function-, or similar change.
