I don't think so; XEmacs's derived.el has a distinct "unfinished symphony" air to it. Note that it (tries to) set a different property 'mode-class that is apparently intended to serve the same purpose. Synch of missing features for derived.el would probably be acceptable for 21.4, and a general synch might very well be.
