I suspect that XEmacs may be wrong here. The ICCCM is quite clear
that if the client and the WM disagree, the WM rules.

What happens when you maximize that?
It just works. Actually, XEmacs does most of the time too. I'm not sure
exactly what circumstances produce the maximize jitter bug.
