For building XEmacs, yes, Xubuntu should be close enough. The only
possible difference I can think of would be related to the GTK
libraries.
So some development packages are missing.
Yes, I had to add these packages after a fresh install of Ubuntu 11.10:
libncurses5-dev
libx11-dev
libxaw7-dev
libpng++-dev
libxft-dev
(libxft-dev is only needed if you're building 21.5 with Xft support, of
course.)
