You're using an XFree86 box, right?

Yeah, this is the now standard XFree86 implementation that violates
their own standards (see ICCCM, "Compound Text Encoding", which
explicitly states that extended segments shall not be used for ISO
8859 character sets; it's even more nauseating in the XFree86 version
of the manual, which amends the table of approved character sets to
include not only ISO 8859/15, but ISO 8859/16 too), and implicitly
declares that ISO 8859/15 is a non-standard character set that should
only be used as a private communication protocol. Huh? But go read
the ICCCM; that's what it says.
We'll have to support this, but I am not at all happy about it.
If you're thinking about sending a patch, I would strongly prefer one
that attempts to negotiate for X Compound Text and UTF-8 first, and
only as a last resort accepts this.
