Please *do not* let this die.
I subscribed to this list, and the cygwin one (cygwin(a)cigwin.com), just to see if I could
help. I was appalled at the missing xemacs from cygwin64.:-(
The cygwin list is very active, so please consider posting there as well.
When I posted on that list, the maintainer oft his package and other people responded:

Unfortunately it isn't (just) a packaging matter. Getting xemacs to> compile for
64-bit cygwin requires real work. I started a thread on> this on xemacs-beta [1], but
it has stalled for the time being.
Sorry!
I ended up doing a minimal 32-bit cygwin install alongside my 64-bit> one so that I
could run xemacs. . .
Hi
I'm the maintainer of xemacs under cygwin. Unfortunately to fix this isover my
programming skills. The problem is somehow withsubprocesses. You can't use a subshell
started with
M-x: shell
in xemacs. This problem appeared already when I tried to finallyrecompile xemacs for
cygwin32-1.7 and it still persists in cywin64.
I'm very busy right now with non-cygwin related things, so any help inthis area would
be appreciated.
CiaoVolker

This is what I see as well. I have an up-to-the-minute installation of
Cygwin 32 and a cygwin XEmacs built 2013-07-05:
uname -a: CYGWIN_NT-5.1 legolas-xp 1.7.20(0.266/5/3) 2013-06-07 11:11 i686
Cygwin
../../src/xemacs-21.5-2013-07-05-mule/configure
'--prefix=/usr/local/xemacs-21.5-2013-07-05-mule' '--with-cflags= -Os
-malign-double -pipe -ffast-math' '--with-site-prefix='
'--with-infopath=/usr/local/info' '--with-dialogs'
'--with-widgets'
'--with-sound=native'
'--with-package-path=/XEmacs/site-packages::/XEmacs/xemacs-packages'
'--enable-pdump' '--enable-bignum=gmp'
'--with-default-eol-detection'
'--enable-mule' '--without-xim' '--without-x'
'--with-dragndrop' 'CC=gcc-4'
'CFLAGS=-Os -malign-double -pipe -ffast-math'
With my normal customizations, when I run M-x shell I get:
zsh: ca't set tty pgrp: Input/output error
When I
(setenv "SHELL" "/bin/bash")
before running M-x shell, I get:
process bash stopped (tty input)
>From these data points, I infer that something is borked in our pseudo-tty
handling (or cygwin's).
