A very long time ago I had a similar problem, which was traced to a
bug in the firmware of the board I was using. Setting the XFree86
driver to handle the cursor in software instead of using the hardware
support fixed my problem, with no visible effects on anything else.
XEmacs works the display surprisingly hard; these problems do
occasionally show up in XEmacs although other applications don't have
them.
Remote-displaying an Xemacs session from the affected computer
doesn't
exhibit the problem. Running on the affected computer shows the problem
both with the fglrx and the vesa graphics drivers.
That does suggest a platform issue (it could still be an XEmacs bug,
but it will be very hard to debug). I cannot reproduce it locally
(Mac OS X 10.4, Apple X11, iBook G4 w/ ATI Mobility Radeon 9550).
Can you reproduce it by running XEmacs elsewhere and displaying on
that computer?
