FWIW, I agree with Hrvoje. This behavior is what a Windoze-aware
emacs user would expect, IMO.
I think the proper fix is a documentation patch.

It may be confusing for you, for me it's an excellent feature. If you
select regions the Emacs way (C-SPC), you get traditional Emacs
behaviour. If you do it the traditional GUI way (Shift-arrows), you
get traditional GUI behaviour (deselect on unshifted arrow).

Please don't spread such nonsense. The proper behaviour has been
discussed on the lists many times! What Ben implemented is quite
reasonable.
