Please do not use the webmaster address for problem reports. The
webmaster address is appropriate for broken links and host not found
and "technical difficulties" like that. It's only marginally
appropriate for discussion of web content.
Use the comp.emacs.xemacs newsgroup, the xemacs-beta(a)xemacs.org
mailing list, or M-x report-xemacs-bug (once you've got XEmacs running).

It's not installed in the place where XEmacs expects it to be, or it's
not readable by the user executing XEmacs.
Please send
(1) the location of efs.el (which should look something like
/usr/local/lib/xemacs/xemacs-packages/lisp/efs/efs.el)
(2) the output of xemacs -debug-paths -kill (you can capture this to a
file with "xemacs -debug-paths -kill >paths.out 2>&1")
(3) your Installation file.

If you haven't installed the efs package in the right place, there's a
good chance you'll get the sumo wrong in the same way. Internal
structures are identical, the sumo just contains a lot more files.
