Actually, assuming it's worth an increase in the major number,
22.0.x - stable branch
22.1.x - unstable branch

If projects have an even/odd numbering for stable/unstable, then folks
expect the `odd' numbers to be unstable. Like the Linux kernel.
It's our current convention that is confusing. I think switching to
the other will cause even more confusion short term, but perhaps be
better long term. I don't feel strongly about this.
