tooltip-mode in Emacs is t by default. It takes a lot of fine-tuning
functionality like that until it is not ever disruptive.
I don't know whether it would still crash Windows ports of XEmacs hard
like it used to do when we tried supporting tooltips on XEmacs with
preview-latex (now AUCTeX). But even on X11, the functionality was
unusable since it popped up tooltips that got in the way of editing
(causing delays in typing response and stealing focus and keyboard
events temporarily). It was proof-of-concept quality then, and I don't
think that there has been much incentive to change that, so I would
rather guess that not much has changed in that respect.
Make their default setting "on" and see whether this motivates people
enough to improve them to a degree where most people consider them
unobtrusive. They are called something like balloon-help-mode IIRC.
