[...] Basic they may be, but historically they are relatively recent
additions. (Not to mention that due to Soviet political pressure on
the ISO, Ukrainian and Macedonian characters were deliberately
excluded from even Unicode for many years.)
The Soviets didn’t have much to do with Macedonian; as far as I can work
out, our lack of support for Gje is our mistake.
[...] It's possible that Aidan Kehoe will be able to help you
limp along
with 21.4, but in the medium term you need to upgrade to 21.5 if you want
to use Unicode (and I would guess you have little choice).
Basically, what Stephen said. Adding the following to your ~/.xemacs/init.el
will make character input work for those characters in your list that are
available in 21.4, but you’ll need East Asian fonts.
(loop for (keysym character) in
(list (list 'leftdoublequotemark (make-char 'japanese-jisx0208 33 72))
(list 'rightdoublequotemark (make-char 'japanese-jisx0208 33 73))
(list 'endash (make-char 'chinese-big5-1 33 55))
(list 'emdash (make-char 'chinese-big5-1 33 57))
(list 'Macedonia_gje (make-char 'cyrillic-iso8859-5 115)))
do
(put keysym 'ascii-character character)
(define-key global-map keysym 'self-insert-command))
