`windows-1251' implementation was removed from `cyrillic.el'. The
comment says that XEmacs has automatic support. I do not observe
this. There is nothing containing `1251' in list of available coding
systems.
Even if coding system itself is made available somehow - corresponding
`Cyrillic-Win' language environment has to be defined manually, since
it is not coding system alone. Such a definition was in previous
version of `cyrillic.el', and should be returned there.
