The joys of the copyright notice.
There are two distinct things here; the copyright notice, and the
software licence.
There is no need to provide a copyright notice, as copyright is
protected automatically (yes, it's more complicated than this).
If you do provide a copyright notice then you only need to change the
date if the content has substantially changed. (substantially changed -
how much is "substantial"?)
If we agree that XEmacs is a product of the US of A, then asking Mr.
Google for pages on "us copyright notice" will provide enough
information to make you feel a bit queezy. However, the general form
with the three components is, "Copyright 2010 Robin Paterson". Please
note, however, that copyright does not begin and end in the USA (it's
actually Switzerland - Bern, in fact (yes, it's more complicated than
this)).
Software licence. You want to include a copy of the licence with the
distribution - a link is not sufficient. A link is nice in addition to
the distro copy, but isn't enough on its own.
