configure with wine

I've continually had to use the option '--with-msw=no' to configure xemacs, including CVS (as of yesterday). I read about this fix on a message I found from googling, which said that if wine is installed (which it is for me), configure will fail unless this option is used. Is this a known problem, or something that just I am having?
