No, not even close. Furthermore, what makes you think a local call is
free? I pay about 10 cents a minute (assuming the exchange rate
doesn't move). (Japan experts, don't tell me about telehodai; my ISP
- the University of Tsukuba - jams up at sometime around 9pm.)
Situation is similar for people without organization access in Europe,
AFAIK.
