The assumption may be false, but in a HOWTO it's a reasonable shortcut
for current XEmacs. It's the same one that all the distros make, and
it's the same one that you don't even have a choice about in GNU
Emacs. And probably never will, ELPA notwithstanding.
I don't propose to replace the current INSTALL file with Steven's
HOWTO. My proposal was to have multiple HOWTOs along with the INSTALL
manual. If there are useful steps and explanations in them, we'll
adopt them in INSTALL.
If Steven prefers to demonstrate bootstrapping in his HOWTO, I'm not
going to make him change. But everybody is free to make suggestions.
He can accept them or not.
