no such directory in the packages/ source tree that I can see.
And so does this directory.
Looks to me like you definitely haven't got a complete check out.
cvs -d :pserver:cvs@cvs.xemacs.org:/pack/xemacscvs co packages
and if that doesn't work, somebody has stuffed `$CVSROOT/modules'
