It's arguable that you can't distribute this code anyway, since it's a
derivative of both <= v2 and >= v3 code according to the dynamic
linking theory.
Really, everything you've proposed here is clearly a way to circumvent
the intent of the standard permissions notice. The only way to handle
it respecting all of the applicable licenses is to convert XEmacs's
own license.
