Yes. Mule has always been one of the worst documented
features.
For example, I have not been able to find any
information on how to enable Hebrew input. If I execute
'select-input-method' and choose "hebrew", there is no
effect. (This is true for other languages as well).

no directions for this.
Unfortunately, hebrew input method is not supported by
XEmacs. You can type C-u C-\ TAB to see the list of
available input methods. Pehaps you can copy hebrew.el from
FSF Emacs leim package, but XEmacs doesn't understand the
escape sequence it uses. I don't know whether it is XEmacs
bug (I don't have the list of registered escape sequences)
but if it is, it needs to be fixed.
It's odd that you don't get any error. Can you input
latin-1 characters when you execute C-u C-\ latin-1-postfix
and type a" or something?
