All I downloaded was xemacs-21.0-b46.tar.gz
This is on NT + cygwin
For some reason cygwin doesn't cope with the makefile targets for
subdirectories in the doc tree, thus lispref and xemacs fail to get
generated (and installed) you can fix this by manually running makeinfo on
lispref.texi and xemacs.texi.
