Note that this is not XEmacs maintainer specific. They really don't
have a good track record of feeding back changes to original authors
in general.
In fact that is my main gripe with RMS (I am waiting to see how Gerd
handles this), because I feel this hurts (all versions) Emacs. I will
even be as bold as state that this the reason there is no real elisp
archive (any more).
