I don’t really want that, personally. Yes it would, and I think it would be the natural consequence of the change you're suggesting we make---which is why I'm somewhat dubious about it. I'd rather just have it be ~/.xemacs everwhere rather than having platform-specific changes, even if Mac OS X conventions say otherwise.
