Never committed. Adrian's commit crossed with my patch mail.
I think it's a good idea to add xemacs.sourceforge.org at the top, but will
do that later.

Adrian, I've grabbed most of the information off of your work on
xemacs.sourceforge.org.
I also moved the information about availability of xemacs.sourceforge.orgin case of
complete DNS failure up to the top with the other alternate sites. It
*shouldn't* happen
again, of course, but as long as I'm here....
