Yes: we can't. We are organized in a (slightly) more modular way here
and in particular, we have a separate derived.el file, coming *after*
simple.el, that needs to be loaded before we can define special-mode.
There are already a couple of other dumped modes that belong to their
specific files, and it seems to me that it is a better organization of
the code (read: less stupid/ugly/*wrong*/untasteful :-).
