Re: [21.5] cflags broken, proposed fix

Already built in local branch with part of the changes of that fix as below, and also other unrelated changes. Used to configure `--with-optimization' explicitly. Never configured without specifying `--with-optimization' to date. * configure.ac: ( --> with_) cflags_ (optimization, debugging).
