No we can't. Sometimes an interface demands the inclusion of
a parameter that the implementation doesn't use, in which
case UNUSED is helpful.
For instance, compare the redisplay method bevel_area. The X
and Windows versions use all of the parameters while the GTK
version doesn't use 3.
There's nothing that says we "can't" remove it. Such info could be
included
in a comment, for example.
