XEmacs is being excluded from some Fedora work because our APEL
package is too old [1]. Here is a sync with upstream version 10.7. I
have used it in my daily work for the last two days. That's probably
not saying much, because I have no idea what uses APEL. This should
be considered only lightly tested.
I'll attach the patch because I don't trust a cut & paste into gmail

The Makefile part of that patch is slightly wrong. We have to build
mcs-ltn1.elc and poem-ltn1.elc always, even though they are not needed
on MULE-enabled XEmacsen. Otherwise, non-MULE XEmacsen won't be able
to use an APEL package produced by a MULE XEmacs. I have corrected
this mistake in my workspace.
