Ah, right. Don't worry about it. You do have the right to create
branches, and if the branch involves a new directory, it will get
created, but the files in that directory will go into the Attic
subdirectory. People using update -d on the mainline will get the
empty directory, and if they're using update -P it will disappear again.

I think it's worth having the skeleton with permissions notices etc in
place. It's hard to break texinfo badly.
Be careful about permissions for the Info file. The GPL, the GFDL,
and the XEmacs lispref licenses are mutually incompatible; you can't
copy among documents which don't have the same license. This is
specifically an issue for docstrings and header comments, which you'd
often like to copy into the Info or grab from the Info. Don't.
