[AC 21.5] -Wdeclaration-after-statement support
APPROVE COMMIT 21.5
In spite of the fact that this currently only affects lib-src, I am
committing this patch anyway. I was waiting until I could rework the
warning flag determination logic, but I decided that that is
conceptually distinct from this patch.
