I ran some tests and succeeded in getting the configure Xaw3d
internationalization test to both pass (on Cygwin with Xaw3d enabled)
and fail (on linuxmint), so I have committed this patch.
Feel free to offer corrections and improvements. I would like to make
sure this is right before I release 21.4.23.
