I think this is just another variant of running activation code as
part of the autoload cookies, and we decided to discard this mode of
operation in favor of explicit activation by the user years ago. It's
also supremely unmodular.
Can you suggest a better way to do it? sendmail-user-agent can’t handle
MIME, so we should not ship with it as our default mailer if that is
avoidable. vm-user-agent is the obvious alternative, because it’s entirely
compatible with sendmail-user-agent while having good MIME support, but we
can’t simply assume that it’s installed and set our default to that.
