No, not your problem. CVS just checks out the file with the same
permissions as the ,v in the repository. Somebody went through and
just turned off _all_ the execute permissions manually in the
repository (I think a lot of files added via Cygwin got execute
permission by default, and it looked ugly and is a potential security
risk).
So we just have to go back in a fix the permissions in the repository
(from a shell on
cvs.xemacs.org) by hand---CVS provides no way to do this.
