Doing some customizations, I find that the program is now writing to
"$HOME/custom.el" rather than "$HOME/.xemacs/custom.el" where all my
prior
customizations lived.
OBTW: "Send Bug Report" is greyed out and not available. Broken?

This is worse than I thought. The program writes "custom.el" to the
/current/ directory, whatever that may be.

You probably have
(setq custom-file "custom.el")
in init.el. Change that to
(setq custom-file (expand-file-name "custom.el" "~/.xemacs"))
I think the send bug report problem is due to Steve Youngs's change of
report-emacs-bug to report-xemacs-bug. Fixed in CVS HEAD AFAIK.

Upgrade to latest net-utils package.
