21.4 _is_ the official release now. However, we're committed to
backwards compatibility for 21.1 for at least 6 months. There are a
lot of people out there using it. It's one of the world's greatest
editors, after all! :-)
So it's useful to continue smoke-testing the packages against it.
(As Steve said, it's up to you how you spend your time and CPU cycles,
but this is useful to XEmacs and its users.)
