Try xemacs -vanilla -eval "(setq default-input-method 'latin-1-prefix)" That should give you the desired behavior (ie, you can use latin-1-prefix in the minibuffer immediately). Or evaluate that sexp in *scratch* before trying to use the minibuffer in a -vanilla xemacs, or simply do C-\ latin-1-prefix *before* trying to use the input method in the -vanilla xemacs. All of those should work.
