It works with my version of tar
Whoo, what a mess. Wonder what's The Right Thing. -j looks promising

How about --use-compress-program=bzip2 (perhaps with --compress or
--uncompress, but I think they're unnecessary)?

No, you wouldn't use those, they mean to use the compression program
'compress'.
