I think it would be better to go with
oei -> oelig i
oeu -> oelig u

Then find a french wordlist with frequency data, and decide whether
oe anything else should be oelig or oe by default ;-) I would say
oe, since writing a word like coefficient with oelig is absolutely
wrong and hard to read, whereas writing a word like
