[PATCH - preliminary] turn off syntax tables
I'm throwing out this patch for discussion. If there are no objections I
will put together a real patch and apply it to the windows branch. This
patch makes the syntax table support optional through configure. With syntax
table support turned off, font-lock and indentation (in particular) are back
to 21.1 speeds. I assume this isn't applicable to 21.5 since Ben has
reworked a lot of the code.
