efs & xemacs in binary package

I don't know what anyone else thinks but I am of the opinion that the version of efs that gets distributed with the binary installer of xemacs on nt *must* have Jonathan's efs patch in it. Its completely crazy distributing something that is just broken, and we will get endless faq's about it. I think it must be patched in the installer also because efs is critical to being able to get hold of other packages in an easy way. People should be able to install the binary dist configure efs and get hold of other packages that they don't have installed. efs must work out of the box.
