I suggest that you configure with --pdump.  That will likely avoid the
problem.
However, it works for me.  I have a laptop with Windows 2000
Professional with all the latest patches, and the very latest Cygwin
stuff, and I do not see this.  Did you pass anything to configure, or
did you take the defaults?
