KDE3 (trinity, a fork which keeps KDE3 alive) has a control center very
similar to the one MacOS provides, in fact I think it is a copy
One point entry is called
Computer Administration-> keyboard&mouse-> keyboards shortcuts
(its configuration file is called kdeglobals)
But in no moment I see xkbcomp or something like this
