One more input to you!  Tags are not working in 21.5.1 (beta). I have one old version of xemacs 21.2.8 (beta).  Tags worked fine with that version of xemacs.  So it looks like a regression. (And although I am not sure, it is introduced in last 1/2 beta versions of XEmacs).

Do these TAGS files happen to contain "include" directives?  I am
currently working on some fixes to etags.el to make "include" work
correctly.

Would you be able to put your TAGS file on a server somewhere where I
could take a look at it?  (10MB is probably a little too big to send
as an attachment to xemacs-beta...)
