ECCN for Xemacs

Thank you for your inquiry about XEmacs.  At present XEmacs is an
entirely volunteer effort, so-called free software.  We simply develop
and maintain the program, and it is distributed by users to other
users.  No one currently involved in the project would have any idea,
I suspect.

I will ask a few people who might know, and get back to you within a
few days.
