Had a look at it by applying it. (Don't know the fix good enough to
review the code.) Good news was that I managed now to build semantics
with it. A little bad news was that the autoloads build for auctex
fails.

So it seems like the autoload hack I did for auctex breaks. The load
path isn't set up properly and it breaks because easy-mmode isn't
found. Haven't got time now to investigate further. That is a problem
of course for the auctex package and not for the patch itself which
seems OK.
